POOL ENCLOSURE PERMIT APPLICATIONS

The City of Welland, Bylaw Enforcement Division, will be extending office hours as of August 3, 2010 to accept Pool Enclosure Permit Applications and to answer any inquiries with respect to the constructing and/ or erecting of a swimming pool within the City of Welland.

Location:         60 East Main Street, 2nd Floor, Engineering Counter.

Time:               8:30am – 6:00pm

Pool Enclosure Permit Fee:  $90.00
Above-ground Pool Deposit:  $250.00
Inground Pool Deposit:         $500.00

Please be advised any fees to be paid will only be accepted in cheque form after 4:30pm.

CITY OF WELLAND

NOTICE OF CONSTRUCTION

ROADWAY RESURFACING PROGRAM 2010

AND COLBECK DRIVE BRIDGE APPROACHES

The City of Welland is proceeding with the Roadway Resurfacing Program and Colbeck Drive Bridge Approaches construction.  The contractor is Brennan Paving Limited of Port Colborne, Ontario.

List of construction locations as follows:

Denistoun StreetWest Main to Lincoln Street
Wallace Avenue – Lincoln to East Main Streets
Golden Boulevard East – Hagar to Lincoln Streets
Camrose Avenue – Hagar to Lincoln Streets
Colbeck Drive – Stormm Court to Endicott Terrace
Hagar Street – Railway to Crowland Avenue
King Street – Lincoln to Third Streets

Construction is currently scheduled to commence in the week of August 2, 2010, and with the exception of top coat asphalt paving for some of the roadways, substantial completion of the project to be end of November, 2010, weather permitting.

As with any construction project, there may be inconveniences such as mud, dust, noise and traffic and/or pedestrian access restrictions in the immediate areas.  Your patience with these disruptions will be appreciated.

Together, the Welland Conservation Committee and Welland Hydro will offer an incentive for the initial home energy audits to the residents of Welland. The audits will be conducted by Green Venture, a non profit and non-biased third party ecoENERGY home evaluator. Green Venture’s Certified Energy Advisors are trained in building science and have used the federal government’s residential energy efficiency advice and rating system since 1997.


The program will provide 50 homeowners, on a first-come, first served basis, with a $100 incentive towards the initial Home Energy Audit, lowering the audit cost to $225. The home owner could also be eligible to receive an additional $150 incentive from the province. For more details on provincial grant please visit www.homeenergyontario.com

CITY OF WELLAND

NOTICE OF THE PASSING
OF ZONING BY-LAW 2010-99 BY
THE CORPORATION OF THE CITY OF WELLAND

The Council of the Corporation of the City of Welland passed By-law 2010-99 on July 13, 2010 under Section 34 of the Planning Act, R.S.O. 1990, Chapter P.13, as amended.

DESCRIPTION OF LAND

No key map nor description of the lands to which the By-law applies is attached as the By-law is a text change which affects all areas of the City to which By-law 2667 applies.

PURPOSE

The purpose of By-law 2010-99 is to amend the text of Zoning By-law 2667, as amended, as follows:  a) to delete and replace or add new definitions to Section 2 including Contractor’s Establishment, Pet Grooming Establishment, Place of Worship and Restaurant; b) to amend Section 5 – General Provisions by adding provisions concerning access, uses permitted in all Zones, municipal services and the use of City lands and by deleting and replacing provisions related to day care facilities, uses permitted in all Zones and the Restaurant, Outdoor Patio off-street parking requirements; c) to amend Section 6 – General Provisions to Residential Zones by repealing Section 6.6 Municipal Services Required, by adding Pet Grooming Establishment as a home occupation and by deleting and replacing the Roomers and Boarders provision; d) to amend Section 20 – Shopping Commercial Zone – C2, Section 22 – Highway Commercial Zone – C4 and Section 23 – Reinvestment Zone – RZ by replacing dog grooming salon with Pet Grooming Establishment as a permitted use and by revising the Reinvestment Zone parking provision; e) to amend Section 36 – Administration by adding a provision related to violation of this By-law; and f) to amend Appendix C – Maximum Height for Accessory Buildings by replacing Appendix with Schedule.

EFFECT

The effect of By-law 2010-99 is to provide an updated Zoning By-law incorporating new and revised definitions, General Provisions and Residential Provisions; to replace a use in various Commercial Zones with a newly defined use; and to add a new Administration provision.

APPEAL

The last date for filing a notice of appeal is August 12, 2010.  Notice must be filed with the City Clerk, must set out the reasons for the Appeal and must be accompanied by a certified cheque or money order in the amount of $125.00 made payable to the ‘Minister of Finance’.

LEGAL NOTICE

Only individuals, corporations and public bodies may appeal a By-law to the Ontario Municipal Board.  A notice of appeal may not be filed by an unincorporated association or group.  However, a notice of appeal may be filed in the name of an individual who is a member of the association or the group on its behalf.

No person or public body shall be added as a party to the hearing of the appeal unless, before the By-law was passed, the person or public body made oral submissions at a Public Meeting or written submissions to the Council or, in the opinion of the Ontario Municipal Board, there are reasonable grounds to add the person or public body as a party.

Key Plan

The City of Welland completed a Class Environmental Assessment that investigated various traffic and safety improvements to Thorold Road, from Rice Road to east of Niagara Street in the City of Welland (ref. Key Plan). The final design includes one lane in each direction, acontinuous left turn lane, in-road bicycle lanes, and reconstructed curb & gutter and sidewalk. Intersection improvements at Thorold Road and First Avenue and at Thorold Road and Niagara Street are proposed. Landscaped median islands are also proposed at various locations along the corridor, for traffic calming and streetscaping.

The City of Welland is proceeding with construction for the Thorold Road Improvements. Construction is anticipated to commence on or about July 12, 2010 and be completed by November 30, 2010. If you have any comments or concerns please contact one of the following:

WATER QUALITY FLUSHING PROGRAM

Residents are hereby notified that staff of the Public Works Division is conducting watermain flushing and testing of hydrants throughout the City.

This work commenced on May 10, 2010, and will be carried out during normal working hours Monday to Friday throughout the summer months.

This program is performed annually for the general improvement of the water distribution system to provide safe and clean drinking water.

PUBLIC NOTICE

Re: Temporary Closure of the Rose City Seniors’ Activity Centre

The City of Welland has received funding approvals from the Federal and Provincial government’s Building Canada Fund for the expansion and renovation of the existing Rose City Seniors’ Activity Centre.  The Welland Community Wellness Complex will integrate the existing Seniors’ Centre with an Arts & Culture Centre, a therapeutic pool and hot tub, an expanded kitchen, a billiards room, new fitness facilities and an updated woodshop.  Major construction and renovations will occur in the existing building and on the surrounding property.  In the interest of public safety, the Rose City Seniors’ Activity Centre will be closed for the duration of construction.

The construction is expected to commence in June 2010 and conclude in August 2011. Our objective is to complete the project in the shortest time possible in order to minimize the disruption to members.

Plans are underway to relocate programs, activities, events and services to alternate sites during the construction phase.  Details will be announced when plans are finalized. 

The new facility will better serve the changing needs and interests of our membership, and will create a legacy for future generations to enjoy.  We appreciate your patience and understanding during the construction period.
